The Art of Talanoa is a summation of Sitiveni's thinking behind his formulation of Talanoa, which he developed and actualised through decades of work in the Asia-Pacific region. At its heart is a recognition that development is synonymous with conflict and any ambition towards the former necessitates that you resolve the latter.

Halapua (PhD Economics, University of Kent, UK) served as Director of the Pacific Islands Development Program, East-West Center, Hawaii, and as Secretary General of the Pacific Islands Conference of Leaders and its Standing Committee, 1992-2010. It was in the execution of these roles that he began to formulate a theory and practice of Talanoa, which was used in post-coup Fiji, the Solomon Islands' conflict and the Kingdom of Tonga's civil unrest and political reform.
